本文在分析科学技术发展的五种动力因素及历史安全的基础上，进一步分析发妨碍当前我国科学技术进步的因素，并提出了相应的对策。

On the basis of analysing the five motive forces of the development of science and technolgy and its historical cases,in this article,we analyse the factors which block the present development of science and technology in our country,and put forward the corresplonding ways to deal with the setuatios.
