迎对民办高等教育发展的新时期

Facing the New Period of the Private High Education Development

笔者认为，在发展高等教育和高等职业教育中，民办大学的视野既要关注计划内，也要关注计划外；既要促进宏观环境的改善，也要加深学校内部管理的改革；既要重视封闭校园的建设，也要充分吸纳社会上一切有利发展教育的资源。唯如此，民办教育才能获得科学发展、主动发展、持续发展。

The author holds that, in the development of the higher education and vocational higher education, the private university should pay attention to those in-planned as well as those off-planned, improve the macro-environment while strengthening the reform of its internal management, and attach importance to the construction of the enclosed campus while taking full advantage of all the resources from society favorable to the educational development. Only by so doing, can non-governmental education obtain scientific, initiative, and sustainable development
