摘要
残疾人保障的制度构建与社会和谐,以科学发展观为指导,通过从理论上确立残疾人保障制度的主体地位,阐述了关注和有效解决残疾人保障问题、提高残疾人的生活质量、加快残疾人的小康建设,已经关系到和谐社会的整体建构。研究认为,从制度结构上建设残疾人保障体制,既是残疾人保障建设的根本举措,也是和谐社会建设的本质要求。
The construction of guarantee system of handicapped people and social harmony are relavent to the whole construction of the harmonious society, because there are some important elements like solving the problems of the handicapped guarantee effieiendy, promoting life quality of the handicapped and accelerating the construction of a relatively comfortable life for the handicapped. The study showes that the construction of guarantee system is not only the ultimate method of the construction of the handicapped guarantee but also the essential request of the construction of harmonious society.
