政策对产业集群发展的影响研究——以晋江市陈埭镇为例

Analysis of Policies Making for the Development of Industrial Clusters——Town of Chendai,Fujian Province as An Example

产业集群的发展离不开正确政策的支持。而政策在产业集群发展的过程中却又是一把“双刃剑”,消除它的负面影响对于地方产业集群乃至国家的经济发展都有着重要意义。文章通过对产业集群不同发展阶段中主要影响因素的分析,得出各阶段政策选择的着力点。根据晋江市陈埭镇制鞋业产业集群发展现状,指出了其未来发展的政策选择建议,即为产业集群的进一步发展创造环境,尤其是硬件环境;组织科学论证,明确缺口产业;完善市场竞争机制;鼓励发展壮大中小企业;孵化创新机制。

The healthy development of industrial cluster can not live without proper policies. So how to avoid making improper policies is of very importance for the development of local industrial clusters, even of national economic growth. Based on the analysis of main affects during different stages, policies making should focus on some certain aspects which will be the proper ones. With the theoretical conclusion, some suggestions at last are pointed out according to the current situation of shoes-making industrial cluster of Town of Chendai, Fujian Province.
