新一轮土地利用总体规划修编的几个问题

A Study on New Round Land Use Planning

新一轮修编面临着国家粮食安全形势更加严峻,城镇化、工业化对耕地需求更加旺盛,不正确的“政绩观”没有得到根本扭转的严峻局面。因此,规划修编工作任重道远。为此提出如下建议:(1)耕地需求量和基本农田保护数量以国家预测为主,然后按行政区逐级分解,上下级协调确定;(2)建设用地需求量预测以市、县预测为主,上下结合确定;(3)建议成立国家、省、市、县的土地利用总体规划与城市总体规划这两个规划编制与协调委员会,负责两个规划的协调;(4)加强规划方法研究,提高公众参与程度,建立土地规划师执业认证制度,做好基础数据的整理与变更,加强乡级规划的领导,以确保规划修编的质量。

This edition is done under the background of facing a serious situation, that is, there exists a serious national food safety, urbanization and industrialization vigorously require more farmland, and the wrong consciousness of achievement hasn＇t been fundamentally reversed. The following suggestion is given： （1）The need of farmland and basic farmland protection quota forecast depend mainly on National level , and then resolves gradually according to the land resource conditions of administrative area; （2）The need of constructive land forecast relies mainly on municipal or county level and defined based on the coordination for higher and lower government; （3）Set up two committee in planning draw up and coordination at national, provincial, municipal and county level, to be responsible for the consistency of land use general planning and city general planning; （4） In order to improve the quality of program compilation, there are three items to do： 1） Establish the authentication system on land planner; 2）Do well in the collection and change of the basic data,especially of the planning pictures, aiming at keep the basic data-chart identical with the pictures; 3）Strengthen the whole level of town planning, and make words, pictures and tables unanimous with each other so as to improve ability of operation.
