Probe into the Trade Market of Living Woods in Henan Province

活立木交易是商品经济发展的产物,其实质是林地使用权和林木所有权的有偿转让或买卖。为了规范活立木交易的行为,应依法建立相应的交易市场,并在林业主管部门的监督指导下开展工作。文章在调查研究河南省内外活立木交易情况的基础上,针对全省林业发展现状,讨论了建立活立木交易市场的必要性和可行性;最后提出了科学制定活立木评估体系、规范和完善市场交易规则及监督管理体系、构建安全有效的电子交易系统、培训一支高素质的专业队伍等促进市场健康发展的建议。

The trade of living woods is the outcomes of commodities economy, the essence of it is the transaction or transfer the possession of the ownership of forest or the woods by compensation. In order to standard （norm） the transaction behaviour of the living woods, the corresponding transaction fair should be established according to the relevant laws, and carry out works under supervision and guidance by the forestry competent authorities. Based on the current situations of the living woods transaction inside and outside of Henan Province, the paper discussed the necessity and feasibility of establishment of the living woods transaction fair. Finally the countermeasures and suggestions are put forward to promote the healthily development of the transaction fair, including as follows： to lay down the evaluation system of the living woods scientifically, to standard and perfect the transaction rules and the supervision management system, to establish the safe and effective electrinical transaction system, to cultivate well-trained professional contingent.
