宁夏产业结构演进与经济增长系统研究

The systemic research on evolvement of industrial structure and economic growth of Ningxia

产业结构的演进与升级一定程度上反映了区域经济的发展阶段与发展能力。以1978-2003年的统计数据为基础,系统研究了宁夏产业结构变迁与区域经济发展的关系。研究结果表明:(1)宁夏产业结构的变化符合产业结构变迁的一般规律,但产业结构高度化水平依然低下;(2)宁夏产业结构变迁的空间集聚效应明显;(3)宁夏产业结构演进对经济增长的影响形成产业结构偏离为正,竞争力偏离份额为负型、产业结构偏离为正,竞争力偏离份额为正型和产业结构偏离为负,竞争力偏离份额为正型三种类型;(4)产业结构变迁对各地区经济增长的影响差异较大。研究指出,在西部大开发和区域经济一体化进程中,以及在国家和地区产业政策调整的背景下,建立产业协调与分工合作机制,发展特色优势产业,推进重点地带布局开发,形成区域性“群落型”经济优势,成为新时期宁夏产业结构调整的战略选择。

Evolvement and upgrade of industrial structure reflect seedti me and evolutive capability of a regional economy on some extent. The model of S SM is used to assess influence caused by evolvement of industrial structure to economic increasing. It is good and effectual method comparative to traditional models. According to the statistical data from 1978 to 2003, based on the model of SSM, this thesis qualitatively and quantitatively analysis the relation of in dustry structure ＇ s variance and regional economy＇ s development in Ningxia on t he numbers. The result shows that the variance of industrial structure in Ningxi a is tally with the common rule as a whole. The proportion of primary industry G DP occupies the whole GDP has reduced from 23.5% in 1978 to 14.4% in 2003, the g eneral situation shows descendant though there are some rebounds in exceptional years. The proportion of second industry and third industry GDP occupies the who le GDP has advanced continuously. The variance urge the duality of Ningxia＇ s economy to be in a acute state in the mass. The spatial centralized effect of regional industry appearances gradually. At present, the key leading and support industry as well as dominant enterprise of Ningxia mostly distributes along both si des of Yellow River and railway between Baotou and Lanzhou. It appearances the state of strip which is 200km long and 40km wide, 16% of the area centralized 95% of the whole region＇s GDP. Dimensional othemess evidently is shown on the industry structure. The economic growth factor of Ningxia can be divided into three styles, the departure of industry structure is positive and the departure of co mpetitiveness is negative, Yinchuan and Shizuishan belong to this style; the departure of industry structure is positive and the departure of competitiveness is positive, Wuzhong belongs to this style; the departure of industry structure is negative and the departure of competitiveness is positive, Zhongwei and Guyuan belong to this style. The economy and the industry structure of Ningxia are norm ally developing, but there is the obvious diversity of the region in it. The deg tee of industry structure at a certain extent reflects the regional degree of co mprehensive competitiveness. From first industry, Ningxia agriculture has eviden t develop potential in Northwest even in the whole country. From second industry, although Ningxia industry develops fast these years, the benefit of industry is far below the average degree of the nation（ 110.23：145.1 ）. From third indus try, the develop degree of third industry is obviously low. The technology servi ce and education industry that plays the driving function in third industry should be strengthened urgently. And the research points out that in the progress of the western region greatly development and economic integral and at background that the industry policy of the region and nation adjust under, the strategic choice that the industry structure of new period Ningxia ＇ s adjustment is that bui lding up the industry coordination and the division of labor mechanism, ＂insist a direction, enhance the four greatest special features, give prominence to the five greatest points, perfect four university industry special features industr y （area） strip＂, forming the regional economic advantage of ＂the type of clust er falls＂ with a big passel of the industry fall that called professional villa ge or the industry village.
