东北老工业基地曾是新中国工业的摇篮,为建成独立、完整的工业体系和国民经济体系,为国家的改革开放和现代化建设做出了历史性的重大贡献。但是,长期以来,由于受到体制性因素和结构性矛盾的影响,东北老工业基地经济发展相对滞后。东北老工业基地振兴要着力培育东北老工业基地可持续发展的能力。可持续发展战略,是要使各方面的发展目标,尤其是社会、经济与生态、环境的目标相协调。振兴东北老工业基地可持续发展战略,首先应加强生存能力建设;其次,加强发展能力建设和生态环境的能力建设;还要加强科技创新能力建设;最后,应该加强政府调控能力建设。

The northeast old industrial base once was the new Chinese industry cradle. In order to complete the independent, united industrial system and the national economic system, it has made the historically significant contribution for the national reform and open policy and the modernization. But, Because of the institutional factor and the constitutive contradictory since long ago, Northeast old industrial base＇s economy development relatively lag. The northeast old industrial base promotion must cultivate sustainable development ability. Sustainable development must make social, the economical and the environment goal coordination： First of all, the northeast old industrial base sustainable development should strengthen the survival ability construction; Next, it should enhance development ability construction and ecological＂ environment ability construction; Also it must strengthen the technical innovation ability construction＇; Finally, it should strengthen the government＇s regulative ability.
