明晰党政资产权属 推进民主政体建设

Differentiate Ownership of the Party＇s Assets from That of the Government＇s ＆ Carry Forward Construction of Democracy

发展民主政治是时代进步的要求，而党内民主不同于国家民主。执政党通过政治体制改革构建国家民主政体的关键是党政资产权属的改革和党政人员的职能分开。为此，一是推动党务公开，明晰党资党产和政府资产的权属。二是划清党务人员和公务人员的工作属性，解决党、政人员不分和以党代政问题。三是党组织以委托理财的方式合理使用党费和现有资产，逐年减少财政转移支付。四是适时提请立法机构制定一系列的相关法律法规，逐步过渡到党内财务自支平衡，最终从党政资产权属起步，建立社会主义的现代国家民主政体。

The advance of the times calls for the development of democracy, whereas democracy within the Party alone is quite different from that of a state. Success or not for the governing party to construct a democratic state by means of the reform of political structure mainly lies in the reform of the assets ownership of the Party and the government and the separated functions of the Party members and government civilians. Therefore, firstly, the Party affairs must be open and a clear distinction of the assets ownership of the Party and the government must be made ; secondly, The respective attributes of the Party workers and the public servants must be clearly made to separate their respective functions and avoid the Party exceeding its duties and meddling in the government＇s affairs; thirdly, the Party organization should make intelligent use of its membership dues and assets in hand through entrusted financing and reduce the fiscal transfer payment year after year; finally, the Party should require at proper time the legislative bodies to constitute a series of relative laws and codes and ＇gradually reach the balance of its inside financial sources. In summary, the separation of the respective assets ownership will result in the establishment of a socialist democracy of a modern country.
