“量体裁衣”服务机制,是成都市残疾人联合会规范化服务组织、为残疾人提供“量体裁衣”式个性化服务这一整个创新组织行为机制的浓缩与概括。其核心有两个方面:第一,市残疾人联合会通过花钱买岗位的方式,建立系统完备的专职残疾人工作队伍,由这批队伍直接承担残疾人的“量体裁衣”式服务;第二,以提供高质量的“量体裁衣”式服务为核心,加强组织管理。组织是服务的载体,服务是组织的归宿。这个机制体现了主动服务的责任意识,具有联动性、系统性、挖潜性等特点,当然它也存在进一步提升的空间。从总体上看,政府与社会的合作是该机制成功构建的关键,这种合作也是善治的精髓。

Of course, such a mechanism needs further improvement.
