“量体裁衣”机制与制度创新——成都市残疾人联合会创新服务机制的案例分析 被引量:5

摘要 “量体裁衣”服务机制,是成都市残疾人联合会规范化服务组织、为残疾人提供“量体裁衣”式个性化服务这一整个创新组织行为机制的浓缩与概括。其核心有两个方面:第一,市残疾人联合会通过花钱买岗位的方式,建立系统完备的专职残疾人工作队伍,由这批队伍直接承担残疾人的“量体裁衣”式服务;第二,以提供高质量的“量体裁衣”式服务为核心,加强组织管理。组织是服务的载体,服务是组织的归宿。这个机制体现了主动服务的责任意识,具有联动性、系统性、挖潜性等特点,当然它也存在进一步提升的空间。从总体上看,政府与社会的合作是该机制成功构建的关键,这种合作也是善治的精髓。 The service mechanism "Services according to circumstances", as a standardized service organization under the Chengdu Federation of Disabled Persons, is the cream and summary for the mechanism of the whole organization behaviors that provides the disabled persons with individualized service according to circumstances. Its core is composed of two aspects: First, Chengdu Federation of Disabled Persons, by means of purchasing posts, has established a complete system of full - time staff troop to directly undertakes the "services according to circumstances" ; Second, it takes high - quality "services according to circumstances" as the core and strengthens the management. As it puts it, the organization is the carrier of service, and the service is the end - result of the organization. This mechanism has manifested the responsibility and of initiative service, and is characterized with efficient teamwork, systematic connection and potential improvement. Of course, such a mechanism needs further improvement. In the whole, its success lies in the joint efforts of the government and the society, and such a kind of cooperation is also the essence of good governance
