The development of Ningbo＇s local economy can be advanced by establishing a kind of law-based local economy by making full use of its regional law enacting rights, transforming its governmental functions so as to establish a standardized management model, scientifically planning so as to develop its urban and rural economy in an integrated fashion, innoyating its public financial system so as to establish an assurance mechanism for individual projects belonging to key public projects.
