In order to reform and promote the criminal summary procedure, it is quite important to have a clear idea on its characteristic, value and function. This text points out that, as to its legislation, we are expected to combine the national conditions of our country, absorb the beneficial composition of the foreign summary procedure, and take the existing criminal summary procedure as foundation.
