从行政哲学维度来看,价值与技术的分离奠定了行政学独立的学科地位,但亦成为当下公共行政理论与实践陷于困境的根源。我国公共行政价值与技术分割导致的困境集中反映在政府和社会两个层面。调整公共权力边界与运行方式;培育公民社会自治能力;重建公共行政伦理,实现公共行政价值与技术的辩证统一,是我国公共行政改革的必由之路。

According to the dimensions from the administrative philosophy, separation of value and technology has laid an independent academic status for administration, but has also become the source of the current theory and practice of public administration getting into a hobble. Difficult position caused by separation of value and technology of China＇s public administration reflects in the government and society levels. Adjusting boundary and operating mode of public power; nurturing civil society capacity for self- government; rebuilding public administration ethics. Realizing dialectical unity of value and technology in public administration is the only way of our public administration reform in China.
