水电工程围堰截流建设征地处理研究

水利水电工程的建设用地规模较大,用地报批手续复杂,周期较长。围堰截流由于用地手续报批等问题可能会影响建设征地和移民安置工作验收,甚至可能成为围堰截流的控制性因素。同时,围堰截流后产生的淹没影响主要是临时洪水的淹没,因此在采取必要的措施后对现有的土地、专业项目等有条件的继续使用,能取得较好的经济效益和社会效益。对围堰截流建设用地和移民安置问题进行研究,具有现实意义。

The construction land scale of hydroelectric engineering is huge, approval procedures are complex, construction periods are long. The cofferdam closure usually affects the checking and accepting of the construction expropriated land and migration resettlement because of the transaction of land approval and other problems, even close to leading interception postponed, so the land approval is the dominated complication of cofferdam interception. At the same time,the main submergence after the interception is the provisional flood submergence,so the existing land, particularly item facilities etc,could be used conditionally behind adopting necessary measure, and can get fairly good economic returns and social benefits. The research about the construction land and migration resettlement has fairly good practice significance, and may give supplies to other project reference.
