关于排污收费行政执法中的行政诉讼

Preliminary Discussion on Administrative Lawsuit of Pollution Charge Administer Justice

排污收费行政执法中有两种具体行政行为,一是排污收费行政要求,二是排污收费行政处罚。据排污收费的性质,着重论述这两种不同的行政行为所引起的行政诉讼过程中诉讼程序等方面的不同之处。

Pollution charge administrative actions were divided into two sections, administrative requirment and adminitrative punishment. Based on the meaning of pollution charge, the contentious procedure of two environmental administrative actions was discussed, and the difference between current problems and solution on practice of pollution charge administrative justice was put forward.
