By illustration and analysis of highway earthwork mixing principles and mixing methods in actual work, the paper poses the programming thinkings of computer for calculating the earthwork mixing, gives the concrete steps of calculation and the block diagram of computer program. At the same time it gives an final program output meter for results. Present meter lists the engineering quantities required for norm utilization in budgetary estimate and budget, which is convenient for personal of budgetary estimate and budget to extract directly the norm, save the job time and reduce the fault.
