英国“睦邻警察服务”与我国社区警务的比较和思考

Discussion on Britain's Neighbourhood Policing and Our Community Policing

“睦邻警察服务”是英国社区警务改革的一项重要成果,对英国警务活动起到了较大的推动作用。“睦邻警察服务”是指由警务人员、特别警员、社区支援员等组成工作小组,在社区内负责遏制发案、建立积极合作的警民关系的社区警务工作模式。我们要从我国的具体国情出发,科学合理地借鉴和吸收英国“睦邻警察服务”的经验,以促进我国警务改革的逐步完善和“三基”工程建设的深入推进。

Neighbourhood policing is one of the most important achievements of the reform of the British community policing. It has played a larger role in policing activities. Neighbourhood policing refers to police officers, special constables, community support officers and so formed a working group in the community for curbing the incidence and positive cooperation between the police and community policing model. We must proceed from Chinese specific conditions and draw on and assimilate the British scientific and rational way＇ good neighborly relations police services＇, to promote police reform and the gradual improvement in the＇ three basics＇ the deepening project.
