浅析依法治校与弘扬师德

To run universities according to laws and to develop teachers' morals

高校的发展是一个依法治校和以德治校并重的过程。依法治校是新形势下高校治理的基本方针。实行依法治校,就是要严格按照教育法律的原则与规定,开展教育教学活动,实现学校管理与运行的制度化、规范化、程序化,依法保障学校、举办者、教师、学生的合法权益。同时必须把"依法治校"和"以德治校"结合起来,加强教师的职业道德建设,弘扬师德,使"依法治校、从严治校"得到真正有效的推进和落实。

The development of universities is a process of running universities according to laws and by morals. To run universities according to laws is the basic guideline for governing universities under new situations. In order to run universities according to laws, it is required that both the teaching activi- ties and the management and operation of universities should be conducted regularly, systematically and with standardization under the principles and regulations of education laws ; therefore, the legal rights of universities and their owners, teachers and students could be protected. Besides, universities should be run both according to laws and by morals, and the professional ethics of teachers should be improved to develop teachers＇ morals, and the principle that ＂universities must be run according to laws and managed strictly＂ should be put into practice.
