摘要
底层精英指农村中具有特殊才干、能力强、有文化、思想开放、有较大影响的人。而传统的管理者指农村中较大宗族或家族利益的代表人物。这两类人物在政治上、经济上和文化上存在的分歧和利益冲突,导致了农村管理权由后者向前者的流动,村民选举大会是这种流动的最佳途径。
The elites at the grass roots level are those who live among grass roots but have special or powerful abilities, are educated and open -minded and have certain influential force. The traditional manages refer to those who are the representatives of interests of big clans or big families in rural regions. Between elites at the grass roots level and traditional managers, there are many differences in politics, economy and culture as well as conflicts in interests. The administrative power in rural regions is shifted to the hands of elites at the grass roots level from those of traditional managers. The best way to the power shift is to practise the newly -established system of village -leader election meetings.
