People-oriented Policy and the Construction of Harmonious New Countryside

社会和谐是新农村建设的根本目标,构建和谐新农村必须坚持以人为本,必须贯彻保障权益、尊重意愿、满足需求、激励士气、自我管理五项原则,必须体现经济、政治、社会、生态环境和人的和谐共处的发展观。本文在深入分析以人为本的内涵和基本要求的基础上,提出了坚持以人为本构建我国和谐新农村的具体思路、建设内容、指导原则和政策建议。

The text puts forward that the national-wide new-village construction is an important strategy in the harmonious new countryside construction now, and countryside harmony is the basic goal of the construction. We have to persist in Peopleoriented Policy that is to implement five principles as follow： safeguarding people＇s rights, respecting people＇s will, satisfying people＇s demand, driving people＇s morale and final, the self-control. It must manifest harmonious developments which are the economy, politics, the society, the eco-environment and the people. By analyzing the origin of the People-oriented Policy by its connotation and basic request, this article proposed the concrete mentality, the construction content, the guiding principle and the policy suggestion for the construction of national-wide new-village.
