Developing Rural Human Resource and Establishing Socialist New Country

十六届五中全会指出,建设社会主义新农村是我国现代化进程中的重大任务。人力资源开发是发展生产力的关键,是强国之路、富国之本。农村人力资源数量庞大、质量低下的现状己成为我国建设社会主义新农村的巨大障碍,因此,从政策上、教育上和资金上支持农村人力资源开发,培养高素质的新型农民,有助于社会主义新农村建设和经济的发展。

The Fifth Plenary Session of the 16th Central Committee of the CPC claims that the biggest duty in medemization progress is establishing socialist new country. Human resource （ HR ） development is the key to increasing produetivity, strengthening and the country. In China, there is a large amont of rural HR. However, their low guality has hindered the development of socialist new country. Therefore, to support the rural HR development by policy, education and finance, the country can cultivate the qualified peasants, which wiU be greatly beneficial to establishing socialist new country.
