Civil Participation From the Theory of Pubilc Choice

公共选择理论是用经济学的分析方法来研究政治问题,从公共选择的视角出发,用经济学中的“经济人”假设来分析学术界讨论比较热的公民参与问题,可以找到诸如“搭便车”、决策者的压力等源自经济理性的公民参与障碍,并针对性的提出政务公开、制度建设和价值约束作为促进公民参与的政策性建议。

The theory of public choice studies the political issues with the economic analysis method. This article attempts to use the hypothesis of“economic man”to study the issue of civil participation which is hot in present academic circle. And it attempts to find the barrier of civil participation which is caused by rational and economical analysis, such as “free-rider” ,unexpectation of the participation result, and policy-maker＇s pressure. Then it tries to find some proper suggestions to solve the problem, such as making government＇s affairs public,system construction, and value restraint.
