工业化中期阶段的城乡收入差距平抑机制的建构

The System Constructing of Reducing the Difference Between Town and Country in the Middle Stage of Industrialization

城乡居民收入存在差距,是世界各国工业化进程中普遍存在的基本事实,但城乡居民收入差距的过分扩大,会导致一系列不利于经济发展的后果,必须努力寻求城乡收入差距的平抑机制。我国当前城乡收入差距的平抑机制包括:调整国民收入分配格局,加大财政对农业、农村、农民的支持力度;进行制度创新,为平抑城乡收入差距提供制度保障;推进工业化、城镇化进程,转移农村富余劳动力;积极推进农业产业化经营,拓展农业内部增收渠道。

The difference between town and country is the basic fact existing in the process of industrialization all over the world. However, its increasing may bring some disadvantageous results. So we must make efforts to seek the systems of reducing the difference between town and country. At present, we must adjust national income,s pattern of allocation, increase the support of ＂agrlculture,countryside ,peasant＂ ; We must conduct systems, reform, pruvide the systems, guarantee for reducing the differ- ence between town and country ; We must promote the process of industrialization and urbanizatetion, transfer excessing agricultural labours; Wc must promote the industrial management of agriculture and increase internal income in agriculture.
