With the current situation in the computer education of non - computer majors in universities of 21st century and taking consideration of the characteristics of the non - computer science departments, this article discusses a new way to construct the fundamental curriculum regulation and set up a knowledge architecture for computer education in universities. It comes up with a course structure plan that can be referenced as a template for non-computer major departments in other universities.
