中央颁布的《建立健全教育、制度、监督并重的惩治和预防腐败体系实施纲要》,明确了建立健全惩治和预防腐败体系的指导思想、重要目标、工作任务和基本要求。国有企业要推进源头治腐,确保企业的良性发展,应借鉴系统论的科学方法来贯彻落实《实施纲要》。对运用系统论科学方法建立健全国企惩防体系以及需要遵循的原则等问题进行探讨。

《Implementation Outline of Building and Perfecting Systems of Fighting, Punishing and Preventing Corruption with Equal Importance of Education, Regulation and Supervision》, clarified the guiding idea, important target, work and basic requirement of building and perfecting of fighting, punishing and preventing corruption. State - owned enterprises should promote fighting and punishing corruption from the sources, ensure healthy development of the enterprise and use scientific methods of system theory to implement the Outline. Probed such problems as establishing and perfecting systems of fighting, punishing and preventing corruption and principles to be followed.
