论述了地方政府的扶持、企业预算软约束与投资过热的关系。认为在经济转型时期,由于政府职能转变和多方面体制改革的滞后,地方政府能够用足够的权力和多种资源扶持民营企业的发展,从而形成民营企业预算的软约束和盲目的投资热。同时,为了改善投资环境,各级政府还大搞开发区和形象工程建设,直接充当了推动投资过热的角色。为此,只有尽快地转变地方政府的职能,才能切实地落实科学发展观,从根本上避免投资过热的发生。

Discusses the relation between local government fostering, soft restriction on business budget and overinvestment. It is deemed that local governments have the authority and various resources enough to foster the development of private businesses in the course of China＇s economic transformation because of the time-lag in governmental function changing and institution reforming, thus causing the soft restriction on the budgets of those businesses and indiscriminate overinvestment. In addition, local governments stepped up their efforts to build various industrial development zones especially the ＂image projects＂ .so as to improve the environment for absorbing more investments and, as a result, they played the active roles in overinvestment. So, the only way to get rid of overinvestment is to turn the functions of local governments into reasonable ones as soon as possible, i.e., to make the scientific view of development come true.
