新农村建设中乡镇政府的功能缺失及对策

Malfunction of Township Governments in Constructing New Countryside and Measures to Take for Improvement

当前制约新农村建设顺利进行的各种矛盾和问题与乡镇政府对农村经济社会秩序的监督和维护不力、在乡村公共物品的供给方面存在严重不足有着直接的联系。而乡镇政府功能缺失的原因是缺乏有效的公共服务体制、机构改革滞后、管理方式陈旧等。特别是农民自身对乡镇政府的服务诉求意识不强和诉求能力低下,造成了乡镇政府缺乏自觉、积极地提供有效公共服务的意识。因此,只有通过建立完善的乡镇政府公共服务体制、创新乡镇政府管理模式、完善农民监督机制等才能弥补和加强乡镇政府服务于新农村建设的应有功能。

The policy of constructing new countryside is crucial to China nowadays. The hurdles hindering the policy implementation directly relate to the malfunction of township governments who supervise and maintain ineffectively the economic order in towns/villages and the scarce public supplies and facilities in the countryside. The causes of the malfunction are lack of an effective public service system, delay in reforming the structure of government institutions and out-of-date administration. Meanwhile, peasants lack the awareness and capability to complain the public service which the governments would have to provide, thus allowing the governments to idle their days away without effective public service provided. Therefore, to perfect the functions of township governments so as to cause them to meet the demand of constructing new countryside is the only way to implement the policy, including innovating the administration system and perfecting peasants＇supervision mechanism.
