黑龙江省新型农村合作医疗基金运行状况分析

Analysis on the Updated Operational Status of the New Rural Cooperation Medical System Fund in Heilongjiang Province

目的:及时了解黑龙江省新型农村合作医疗基金运行状况,查找基金运行过程中存在的问题,为新型农村合作医疗制度的可持续发展提供参考意见。方法:现场调查黑龙江省32个试点县,应用Excel软件对各试点县统计报表进行数据录入与处理分析。结果:黑龙江省新型农村合作医疗基金整体运行平稳,资金封闭运行效果良好;2005年全年资金使用率为60.24%,2006年前3个季度资金使用率为35.20%,资金使用率偏低。结论:应扩大基金的来源渠道、改善基金的筹集方式、提高筹资水平和保障水平、提高资金使用率及加强对定点医疗机构的监管。

purpose： To understand the updated operational status of the New Rural Cooperation Medical System （NCMS） Fund in Heilongjiang Province, identify problems occurred during the process, and provide referential opinions for the continuous development of the NCMS. method： Site survey on the 32 trial counties in Heilongjiang Province and analysis with Excel program of the data in the statistical reports collected from each trial county, result： In general, the NCMS Fund in Heilongjiang Province has been stably operated and the closed management of the fund has proved positive; the utilized rate of the fund in 2005 was 60.24% and 35.20% in the first three quarters of 2006, lower than expected, conclusion： Measures Should be taken in order to enlarge the sources of the Fund, improve the form of collection, increase the ability of financing and assurance, increase the utilized rate, and enhance supervision and management of the designated medical institutions.
