摘要
探讨了科技服务业的内涵与特征。提出了作为科技大市的西安的科技服务业发展目标。用影响因素集模型方法找到了制约西安科技服务业发展的主要障碍因素，进而提出了适应西安内陆外向型城市建设需要、加速西安科技服务业发展的战略思路与对策。
his paper discusses the intension and features of scientech services, and also,suggests the developing objectives of scientech service of Xi'an as a large scientech municipality.The integrated model method with the affecting factors is used to find out the major barriers to constrain the development of scientech service in Xi'an thereby advancing the strategical thinking and countermeasure suitable to the needs of the construction of outward-orieted type city and the acceleration of scientech service development in Xi'an.
