摘要 从食品安全综合监督、治理的角度,阐述了信息监控网络在这一过程中所起的重要作用。认为,作为“食品安全信息检测体系”、“食品安全监测体系”、“食品安全信用体系”和“食品安全重大事件应急处理体系”的网络技术支撑,食品安全信息监控网络体系必须具备以下功能:(1)有能力在不受任何外界干扰的情况下直接、独立地获取可能涉及与食品安全有关的各类重要原始数据,以此形成食品安全监督的基础;(2)拥有信息交互快捷,共享机制完善,适用于海量数据存贮管理的食品安全专业数据库;(3)形成服务于食品安全监测分析、风险评估、事件预防、通报应急的食品安全信息共享服务平台;(4)能为实现对食品在生产、加工和流通过程中的可追溯性提供技术保障;(5)在分类、分级的基础上,可以有效地服务于面向政府、食品安全监管部门、科研机构、新闻媒体和人民大众的食品安全信息发布。 Following a number of major food safety problems in China, consumers have become increasingly concerned about food safety. This has led authorities in China to revise their systems of food control. Food safety monitor net system takes an important role in food control system. Food safety monitor net system, as the basement of food safety credit system, food safety early warning system, and food safety control system, should has the functions and merits as list: Ⅰ. Has the ability to collect all of the original data which related to food safety at first hand independently. Ⅱ Has a database which adapt to memorize, compute and manage large number of data, access to information exchange and share, Ⅲ Has a information share system which service for food safety detect data analysis, food safety risk assessment, food safety early warning, announcement and prevention.Ⅳ Has the ability to pievide the technical support for food safety traceability in food life circle such as production, process and cirulafing. Ⅴ Has the ability to classify and announce food safety information to government, institute, mass media and public respectively.
