Common Norms and Values towards Future

由中欧论坛、欧盟亚洲研究所和美国大西洋理事会联合举办,中国社会科学院欧洲研究所承办的“中美欧:全球与战略问题的合作前景”国际研讨会于2006年9月22日-23日在北京召开。在全球化、地区治理、国际关系等领域多有建树的20多位中外著名专家学者,围绕“全球化背景下的新战略环境”、“中美欧面临的经济、政治和安全挑战”、“负责任的利益相关者”和“面向未来的共同规范与价值”等主题进行了深入的讨论,并重点探讨了中美欧三方未来战略合作的前景以及可能存在的问题。虽然中美欧三方学者在问题分析层面和观点表述上侧重点不同,是非判断或有偏重,但学者们一致认为,进行这样的对话十分有益,有助于加强中美欧在全球与战略合作问题上的沟通和理解。现将会上的主要观点择要刊出,以飨读者。

Norms and values in international relations is an important issue that needs much elaboration in the present strategic environment,yet,it is by no means easy for people to reach consensus and will easily lead to controversy.After the founding of the People's Republic of China,it put forward the idea of the five principles of peaceful coexistence,and along with the new developments in both the international and domestic arena in the new millennium,China put forward the idea of building a harmonious world in a timely manner.In addition,the outbreak of the Iraqi war in 2003 put many popular international norms and values in danger,such as sovereignty,equality between nations,and the applicability of the law of war.All these need much reconsideration,dialogue and exchange of ideas among different cultures and civilizations.
