摘要
从1997年欧盟委员会开始制定欧洲就业战略,采用开放治理法,协调成员国劳动力市场政策至今,这种新的治理模式已经产生积极的作用。本文试着从分割的劳动力市场模式入手,比较这些模式的迥异性,阐述欧盟层面上的劳动力市场治理模式,探究影响欧洲一体化进程中劳动力市场的演变机制。通过研究发现:欧洲就业战略和新的治理模式对成员国劳动力市场政策的趋同起到了积极的推动作用。这种欧盟层面上的劳动力市场欧洲化进程或许是不可逆转的,开放治理模式很有可能演变为协调欧盟层面上其他社会政策的主流模式。
The new social-economic governance model,Open Method of Coordination,has played an active role in the coordination of EU member-state's labour market policies ever since it was formulated by EU commission in 1997.By examing labour market models,this paper compares the differences among them,explores labour market governance model on the EU level,and tries to find out the transformation mechanism of the model in the process of European integration.It argues that,while the process of Europeanization of EU member state labour policy may be enhanced on the EU level,OMC Model will become one of the main approaches to coordinating social-economic polices in the future.
