Establishing the Positive Fund Cycle Mechanism for New Socialist Countryside

金融是经济发展的基础,社会主义新农村建设离不开农村金融的支持。我国现行的农村金融体制种种弊端,已经不能适应农村经济发展的需要,金融体制的不足导致大量农村资金外流,农村金融需求遭到抑制,资金陷入恶性循环。我们要为社会主义新农村建设提供金融支持,打造农村资金良性循环机制,就必须进一步深化农村金融体制改革,包括构建多层次、多元化竞争性农村金融市场;进一步转变政府职能;放开对民间金融的管制等。

The finance is the foundation of economical development; building new socialist countryside cannot be supported without the rural finance. Our rural finance system has already not met with the development of the rural economy, which causes massive countryside's fund outflow, so the countryside's fund fall into the vicious circle. If we want to provide the financial backing for new socialist countryside, we must further deepen the reformation of the rural finance, including the construction of rural finance market with the multiplication level and competitive features, further transfer the government function; loose the folk financial control and so on.
