新闻出版业具有政治性、社会性和经济性的三重特质,既是文化载体也是经济实体,是一个充满矛盾、挑战而又在不断改革中变化发展、生机无限的复杂的生态。当前,我国新闻出版生态正处在产业开放的变化中,资源短缺是制约新闻出版产业突破原来计划经济条件下的知识生产机制,使之真正转到市场经济的轨道上所面临的主要挑战。解读新闻出版产业开放有不同的思路,不管是民间资本还是境外投资都欢迎,只是不能以纯商业行为参与,而不顾一定的政治框架的前提。

The press and publication ecology of our country＇s journals and newspapers is now under drastic changes in the open industry, and the real main challenge to break through the knowledge production mechanism under the original planned economy onto the line of market economy is the shortage of resources. No matter how to umderstand the openness of the press and publication circle, we should encourage any capital, private and overseas alike, to invest in this field only if it is preconditioned within the political framework instead of entering as the mere business behavior.
