论教育与培训在解决失业问题上的能力有限性

Discussion on the Limitation of the Ability of Education and Training in Solving the Problem of Unemployment

农村转移劳动力、企业下岗失业人员和毕业生的就业问题已经成为制约我国社会发展的瓶颈。对于失业问题的解决,教育与培训虽然承担着十分重要的作用,但其能力有限,这一方面源于失业在很大程度上是教育系统外部因素作用的结果,教育与培训对于某些问题的解决无能为力,另一方面源于教育与培训自身存在的问题,使其在解决失业问题上应有的作用没有充分发挥出来。

The transformation of rural labourers, the employment of enterprise＂ unemployment personnel and graduates have become the bottleneck restricting the development of China society. Although education and training assume important responsibility in solving the problem of unemployment, its ability is limited. On one hand, unemployment is the outcome of the function of factors outside educational system in big degree, and education and training don＇t have the ability to solve some problems; on the other hand, there exist some problems in education and training itself.Therefore, its function for solving the problem of unemployment can＇t be exerted fully.
