A Dissertation on Managerial Public Utility Reform

市政公用事业改革是各地不容回避的问题。近年来,许多城市已进行了探索性实践。论文在借鉴这些城市改革经验的基础上,紧密结合市政公用事业改革的独有特点,就改革中如何选择合作伙伴、合作方式、合作条件以及政府职能的转变等问题进行了思考和探索。

The municipal public utility reform is an inescapable matter and many cities and towns have carried it out through exploring practice. Using these reform experiences of these cities and towns for reference and closely combining the particular features of municipal public utility reform, this article probes into questions such as how to choose cooperation partners, cooperation modes and cooperation terms as well as the transfer of government functions.
