The Influences of State-Power Expansion on the Capabilities of Nongovernmental Public Organization Participating in Social Security——A Study Based on the Shanghai Social Security in the Early 21st Century

民间公益社团在社会保障体系建设中,有着不可或缺的作用,尤其在社会救济和社会福利等社会服务的提供上,有着更为巨大的能量。20世纪上半叶的上海,由于特殊的社会形势和政治格局,民间公益社团在社会救济与社会福利的提供方面长期发挥着实质性作用。但在1927年新的政权建立后,由于国家权力对民间公益社团在日常事务管理、资产支配和人事安排等方面表现出空前扩张和干预,各民间公益团体自主性和积极性受到极大的抑制,从而使得民间公益团体参与社会救济和社会福利等社会服务事业的活动能量受到严重影响。

In the construction of the social security system, the nongovernmental public organizations have indispensable impacts and giant capabilities, especially in the fields of social relief and social welfare. In the early 21st century in Shanghai, the nongovernmental public organization had an essential role under the special situation. However, the autonomy and vigor of the nongovernmental public organizations had been baffled after the state-power expansion in it. As a result, its capabilities of participation in social service had been seriously confined.
