我国公民包括农民工缺失一些宪法性权利,如迁徙自由权、罢工权等,农民工也没有被纳入到宪法中的“特定人”中去特别规定。赋予公民包括农民工这些宪法缺失权利,将农民工纳入到宪法中的“特定人”中去,对于保障农民工的权益、构建和谐社会、建设社会主义新农村都具有重要战略意义。
