社会主义新农村建设的主体研究

On Main Body of Socialist New Rural Construction

社会主义新农村建设必须充分调动各主体的主动性、积极性和创造性,要正确区分“共同行动”中的国家、社会和农民的职责。国家(政府)的主导作用主要表现在主导农村公共基础设施建设,主导农村教、科、文、卫等事业建设,主导新农村建设发展目标和规划,主导农村政治、经济体制的深化改革。必须激发和发挥城市和社会各界对于社会主义新农村建设的参与支持作用。必须充分发挥农民在新农村建设中的主体作用,大力宣传群众,科学组织群众,用思想、道德、法律、文化、科技武装群众。

The socialist new rural construction must fully arouse the initiative, enthusiasm and creativity of every main body, and correctly distinguish the duties of the country, the society and the peasant. The leading role of the country （government） mainly displays in leading the rural public infrastructure construction, leading the construction of countryside undertakings such as teaching, science, culture and hygiene, leading new rural construction development goal and planning, and leadiug the further reform of the rural politics and economy system. The city and various circles of society must be stimulated to participate and support socialist new rural construction. The main body role of the peasant in new rural construction must be brought into play. The masses should be propagated in a more effective manner, organized scientifically, and armed with thought, morals, law, culture, science and technology.
