摘要 中国在经济快速转型的过程中,由于制度安排相对滞后,出现了系统性的信用缺失,在房地产估价业尤显突出,大量存在的“高估低评、合谋作假”,成为宏观经济运行的隐患,并将危及国家金融安全。调研结果表明,与行业自律欠缺相比,制度性的弊端更为值得关注。源自各种非市场性的强制性估价、公有部门的寻租和基于利益的行政性管制,使得“劣质需求”充斥市场,恶性竞争泛滥于市,市场选择发生异化,择劣逐优屡见不鲜,信用成为执业者的奢侈品。重建房地产估价市场信用,需要从供需双方着手,一方面应当强化行业自律,另一方面则需要对公有部门的买方垄断及由此衍生的寻租行为实施监管。 During the process of the rapid economy transformation in China, due to the lagging of the system arrangement, systematic credibility shortage comes forth, especially in the field of the real estate appraisal. " Unfair appraisal, skullduggery together" abounds, which has become the hidden trouble of the economy running, and endangered the security of the national finance system. According to the research result, comparing with the self - discipline problem, systematic abuse need to pay more attention. Because of the non - marketing compulsive appraisal, rent by public -owned department and administrative management based on benefit, " Inferior Needs" and vicious competition have filled with the market, which led to the dissimilation of the maket choice, choosing bad and expeling good are normal as well, credibility becomes costly. Rebuilding the real estate appraisal needs two hands" effort; one is consolidating the self - discipline; the other one is to monitor the buyer monopolization and related rent, which manipulated by the public -owned departments.
