摘要
我国公办中小学转制改革的初衷是为了调动社会力量办学的积极性,筹集教育经费,改变政府包揽办学的局面;但在改革过程中却出现了不利于社会力量办学的意外后果。对此的分析存在着“理性选择理论、进化论理性主义和社会功能主义”三种分析理路,但这些分析理路本身所存在的缺陷决定了其不可能对政策意外后果给出合理的“诊断”与恰切的“疗治”。
The aims of the reform transforming the Chinese public primary and high schools are to initiate the social investment in education and make up for the financial shortage by government. The unfavorable consequences are resulted. And they are diagnosed by the rational choice theory, evolutionary rationalism and social functionalism. However, these diagnoses fail to rescue due to their inefficiency.
