摘要
用户需求、组织变化、政府法规和政策以及社会发展趋势对规划E-政府的IT组织有很大影响,对政府组织的挑战是规划、选择和实施“正确的”E-政府应用软件。提出了一个规划E-政府应用软件的框架,在战略上将可能的E-政府应用软件与本地政府组织相关的环境趋势绑定;在战术上将E-政府应用软件与应用软件和基础设施项目绑定。实证表明该框架能有效地结构化E-政府规划过程。
User requirements,organizational change,government regulation and politics,and societal trends have a greater sigoificance for governmental IT organizations.The challenge for local governmental organizations is to select the ＂right＂ E-government applications.A framework is posed for planning applications.To guide the strategic fit,the framework ties possible E-government applications to the environment trends relevant to local government,To guide the tactical fit,the framework ties E-government applications to both application and infrastructural projects.The empirical research has indicated that the framework can structure the process of E-government planning efficiently.
