E-Governance: a New Pattern in Public Sector Reform

信息与通信技术(In form ation and Comm un ication T echno logy,ICT)的发展给社会政治经济结构带来了很大的变化,为各国正在进行的治道变革提供了机遇和挑战。电子治理(e-governance)正是在这一背景下提出并正在成为公共部门改革的新模式。电子治理是指信息与通信技术在治理中的运用,包括电子政府、电子民主、电子事务等方面,是对信息时代公共部门、公民、市场等多元治理主体之间关系的整合。电子治理的实现基于信息技术的充分发展及对善治目标的关注,需要软件、硬件、环境、人件等方面的保障。

The development of information and communication technology （ICT） has changed the structure of society, politics and economy, and brings opportunities and challenges for the governance transform around the world. E-governance is put forward against this background and has become the new pattern in the ：public sector reform. E-governance refers to the use of ICT in the governance process, including e-government, e-democracy, and e-business, and so on, which means the conformation of the relationship among governments, citizens and market. The realization of e-governance is based on the thorough development of ICT and the attention paid to good governance, which requires the necessary software, hardware, environment and liveware.
