传统政治文化下农村基层民主建设的相关问题研究

On the Relevant Problems of Rural Basic Level Democratic Construction under Traditional Political Culture

随着对农村基层民主建设研究的进一步深入,越来越多的学者认识到文化因素已成为制约我国农村基层民主建设的深层次因素。主要表现为对民主的认知和态度、参与政治的动机和热情、现行的选举制度建设以及公民素质等方面存在的障碍,影响了广大村民在民主选举中的投票心理,自己的真实意思往往没能通过选票的形式得到合理合法的体现。因此,要进一步推进我国农村基层民主化进程,必须对传统政治文化进行批判和整合,大力发展农村社会生产力,完善农村政治社会化渠道,努力培养与现代民主相适应的政治文化。

With the study of the rural basic level democratic construction further deepening, more and more scholars realize that culture has already become the profound factor which has restricted the rural basic level democratic construction in our country, which mainly lies in the obstacles that exist in the cognition and attitude to democracy, the motion and enthusiasm of participating politics, the current election institutional improvement and citizen＇s quality and so on, that is to say, which has influenced the villager＇s vote psychology in democratic election, whose own true meaning often can not get rational and legal embodiment through the form of the ballot. Therefore, in order to further advance the rural democratization process at the basic level ＂of our country, it must criticize and combine traditional political culture, develop rural social productivity in a more cost-effective manner, improve the political socialized channel in the countryside, and make great efforts to train the political culture suitable for modern democracy.
