试论学优才用问题——对“学而优则才”、“才而优则用”的一些探索

摘要 “学而优则才,才而优则用,用而优则学”是现代国际社会的基本用人准则。为了进一步把人才资源转化成人才资本,实现“人而优则用”,世界各国都相继采取了不同的方法和措施:一是以人为本,注重人才投入;二是完善制度,加强人才立法;三是树立开放的人才观;四是加强对人才特别是青年人才的培养;五是人才资源市场发达,人才流动环境宽松;六是以优厚的待遇激励人才。就西安而言,我们的主要做法是:以解放人才为己任,全面落实党管人才政策;以培训人才贯穿始终,全方位提高其素质;以创新人才为核心,为人才提供广阔舞台;以凝聚人才为核心,优先积聚“第一资源”。 "He who excels in learning can be a talented person, official can be a scholar. " is a basic international principle of he who is talented can be an official, he who is an personnel placement. Different measures taken in different countries so as to turn personnel resources into personnel capital are as follows: making human -oriented personnel investment; perfecting personnel legal system; establishing open personnel concept; intensifying young personnel development; creating favorable personnel market and relaxing environment for personnel exchange as well as establishing dynamic inspiration mechanism. As far as Xi' an is concerned, some important measures are as follows: emancipating personnel, and carrying out personnel policy of the Party; developing the overall quality of personnel through professional training; offering favorable stage for creative personnel development as well as attracting first -hand abstractionist personnel.
