我国对地方政府能力评价的研究处于刚刚起步阶段。科学合理的地方政府能力评价指标体系的建构,应当借鉴外国的经验。政府要把社会管好,首先要保证自身的良性发展。政府能力评价应体现“结果导向”与“满意原则”。

The research on the evaluation on the ability of local government is in the primary phase. The scientific and reasonable construction of the evaluation on the ability of local government should use for reference the foreign experience. The government should guarantee benign development to govern society. The evaluation on the ability of local government should express the ＂result guidance＂ and＂satisfaction principle＂.
