The Study of SOE's Reform in Yangzhou

扬州市国有企业改制虽然起步较晚,但进程较快,绩效明显,改制形式也多样化。然而,改制过程中也出现了一些问题,主要有:政策不配套、程序不规范、国有资产流失、侵害职工权益、外部投资者资信审查不严格。解决问题的对策包括:精心组织,加强领导;健全制度,规范运作;严格监督,追究责任;分类推进,公平竞争。

The SOE＇s reform in Yangzhou started later but made rapid progress with diversified forms. However, there exist some issues in the process of reform, which mainly concern： improper policies, substandard orders, loss of state assets, worker rights being violated and careless check to outer investors. To solve them, we must organize with care and strengthen the leadership; refine the system and standardize the operations; strictly supervise and ascertain the responsibility; and further the reform and fairly compete, etc.
