摘要
当前,针对我国事业单位的发展现状与政事关系存在的突出问题,深化事业单位管理体制改革应围绕建设服务型政府、强化政府公共服务职能的目标要求,以理顺政事职能关系、重组事业部门为基础,以分类改革为基本战略,深化人事制度、资产管理体制、监督管理机制的改革,推进政事分开,理顺政事关系,完善政府公共服务体制。
Aeeording to the problems in the relationship between public institutions and government affairs, further reformation of the management system in public institutions in China must be carried out to build a public - service - oriented government, and strengthen public service functions. The reformation must be based on smoothing the conflicts between government affairs and roles and on reorganizing its divisions. The basic tactic is a classified reformation, aimed at further reforming the personnel system, asset management system, and supervisory management system, so that government can be separated from the affairs and the governmental public service system can be perfected.
