为农民工提供社会保障是政府的固有责任,保障劳动者的社会权利是社会主义公有制的本质特征。目前存在的主要问题是国家在公共产品方面投入不足、缺乏适应农民工特点的社会保障政策、用人单位消极对待农民工参加社会保险。应以政府责任为重点构建农民工社会保障制度的框架。
