社会的发展不断带来巨大利益的同时,也带了更多的危险,对于一些比较特殊而法律又没有进行特别规定的危险,主要由安全保障义务来调整,但是由于安全保障义务在我国的确立相对较晚,其理论发展不十分完备,在许多关键问题上还存在较大争议,因此,有必要对安全保障义务的几个重要问题进行横向的观察,从而总结出适合我国安全保障义务的理论。

For some specific risk, there are no special provisions of the law; we need adjustment with safeguards obligations. However, due to security obligations is established relatively late in China, the theory is not very comprehensive, there are still a number of key issues in dispute, therefore, it is necessary to observe several important issues so that we could sum up the theory that suits China safety security obligations.
